The "citizen first" management target is from the ideal of "looking out for the citizens and providing full service to citizens". The reception, center has a serviec desk, waiting room, television, public telephone, air conditiong, and a bulletin board with various application process instructions and service items. A community service team has been created to conduct weekly cleaning of the neighboring communities, streets, ditches and schools, and grass maintenance. Portions of the parking lot next to the inmate quarters have been made available to neighbors to put "neighborly acts" into action
