With the implementation of the "Narcotics Endangerment Prevention Program" and "Abstention Penalty Execution Clause" on May 22, 1998, the House has established a drug abstention and treatment center to admit drug oggenders sentenced to forced abstention. The House has contracted Judung Veterans Hospital to provide psychiatrists, psychologists, social workers and other professionals to perform counseling treatment and evaluate inmates' tendencies towards narcotics use.
